After welcoming Mr. Rippon, Dr. Luns said that his Government thought that progress in the negotiations for enlargement of the Communities had so far been too slow and modest. All concerned should work harder.
2. Mr. Rippon said that he hoped, taking up a phrase that 11. Harmel had used to him on 13 October, that the philosophy of British entry could now be taken for granted. He did not want to have to go on arguing that we were good Europeans. His own impression of progress in the negotiations had been similar to that of the Dutch. But considering the necessary volume of work and the need to establish a solid basis for the negotiations, he now thought that things were not going
