formally give her the benefit of
generalised preferences, even at
the price of some discriminatory
limitation of the quantity of her
exports which can benefit;
to try to prevent the common
commercial policy developing in
such a way as to impose discrimi-
natory quotas against Hong Kong.
5. Mr. Rippon was active during his recent
visits to Brussels and The Hague, in pressing
the claims of Hong Kong to be included wi thin
the UNCTAD Scheme. If a favourable result
in respect of the UNCTAD Scheme is to be
achieved for Hong Kong, it is probable that
her inclusion will need to be raised at an
early stage in negotiations, to avoid the
Six finalising their UNCTAD offer without
do as much as possible our being given a chance to medie odeihs on
behalf of Hong Kong.
Hong Kong's Reserves

It is possible that Mr. Hamm will refer
to Hong Kong's reserves held in the U.K.
Mr. Rippon may wish to take the line that
the disposal of these reserves is a matter
for the Hong Kong Government to consider, in
the light of their wider responsibilities.
We should naturally be happy to discuss this
matter with thếm, should they so wish.
