With your minute of 10 April you circulated a copy of a draft for the above and asked for comments by 16 April.
I note that your draft follows closely the format and wording of the similar Cabinet paper prepared for the 1967 negotiations (EUR(0)3rd (67)95, 3 July 1967). My only substantive comment is that Western Samoa is not, as suggested in para. 24(c), a
Dependent Territory, but a fully independent sovereign State.
