If the
My only query concerns an apparent inconsistency between the second sentence of paragraph 13 of your draft paper and the last sentence of paragraph 16. reason for this seeming discrepancy is that the Declaration of Intent by the Council of Ministers in July 1963 has now lapsed, it might be as well to strengthen paragraph 41(b) of the paper by making it read:

"(b) Seeking assurances that the Council of
Ministers' Declaration of Intent of July 1963 offering association to independent
Commonwealth countries in Africa and the Caribbean is still operative and
re-activating ...."
Apert from this, the draft seems to me, if I may say so, to cover edmirably all points on the West African side.
