There is no reason to suppose that for the
other dependent territories the Community
will not agree to the previous arrangements
being revived.
36.
Theoretically it would be possible for
our dependent territories to be included
in the protocol extending the provisions of
the Yaounde Convention to them. However,
it might be administratively easier to
delay their inclusion until negotiations
begin for a new Convention to include
independent Commonwealth developing
countries. In that case we should natiually
ensure that the assurance in paragraph 24(d)
held good for our dependent territories.
The Commission hope that after 1975 all the
dependent territories of the enlarged
Community can be brought within a single
framework. Our aim should be, as above;
to revive the 1962 Agreements for
dependent territories..
(viii) Eong Kong
37. It is generally accepted that this
will prove one of the most difficult
Commonwealth problems. Hong Kong repre-
sents a special case in that, as the EEC
Commission has noted, its economic position
is not similar to those of the other
dependent territories.
The EEC Commission,
while recognising the need to work out
some solution for "the particular structure
of the Colony, has warned against
compromising the unity of the enlarged
Community's market by the inclusion of
