(vi) Malta and Cyprus

33. As independent European countries,

Malta and Cyprus are eligible for full

membership of the Community under Article

237 of the Rome Treaty, or for association .

under Article 238. In 1962 Cyprus applied

for association. No progress had been made

on her application by the time that

negotiations were broken off.

34.. Malta has now entered negotiations

with the Community for the conclusion of a

customs union in two stages. The EEC

Commission have recommended that Malta be

treated outside the framework of the

enlargement negotiations. Cyprus have been

considering asking the Community for a

preferential trade agreement on citrus

fruits, with a view to applying again for

associate membership if Britain was

becoming a full member of the enlarged

Community.

However recent troubles within

the GATT over such agreements may make

Cyprus reconsider in terms of moving

straight way to an arrangement like the

Maltese one.

(vii) Dependent Territories excluding Hong

Kong and Gibraltar

35. The Si agreed in the 1962 negotiations

that association under Part IV of the Rome

Treaty (see paragraph

above) would be

available for all our dependent territories

with the exception of Hong Kong, Gibraltar

and the three former High Commission

territories. Hong Kong and Gibraltar are

dealt with below and the former High

Commission territories at (iii) above.
