23. West Indian Ministers are now giving
careful study to the question of associa-
tion with the EEC. They are concerned that
certain specific commodities sugar and
bananas- may not be adequately safeguarded
by an association agreement.
24. Our aim should be to secure from the
Six:
(a) confirmation that the provisional
agreements reached in 1962 can
be carried forward in spite of
the change in the constitutional
status of some of the countries
concerned;
(b) an assurance that (a) extends to
Malawi and Zambia who were part
of the Central African Federation
on which no decisions were taken
during the 1962 negotiations;
(c) an assurance that the alternatives
mentioned in the provisional
agreement are also open to develop:
ing Commonwealth countries outside
Africa and the Caribbean which
have a "comparable economic
structure and production" and have
either become independent i.e.
Mauritius, or are likely to
become so in the foreseeable
future e.g. Fiji, Tonga and West
Samoa.
