Objectives to safeguard essential Common-
wealth interests
Preliminary Note
17. Some of the difficulties which will
arise for certain Commonwealth countries
will be alleviated by the special arrange-
ments (e.g.`association) which we hope
to make for them and which are dealt with
in this section. Further liberalisation
of world trade in the context of the GATT,
and the proposed scheme for generalised
preferences for developing countries,
would also ease the problems for Common--
wealth exporters of U.K. entry to the EEC.
(i) New Zealand, Canada and Australia
The subjects of New Zealand's agri-
cultural produce and Australia's sugar
interests are covered in separate papers.
18.
The manufactured goods of all three
countries will be in the same position
after British entry to the Community:
imports into the U.K, will face the
Community's common external tariff.
19. Ministers decided in 1967 that we
should not aim at securing more for
New Zealand, (apart from the field of dairy
products aesaicente) Canada and Australia, than
the gradual application of tariffs and
levies over whatever transitional periods
are negotiated.
No negotiating objectives
in respect of Canada and Australia were
mentioned in the statement to the six made
