Member States, particularly France and
Germany, also have bilateral arrangements
for aid to developing countries, which
they administer independently of each
other. Multilateral contributions to
this end are governed by an agreement
between the Six which runs in parallel
with the second Yaoundé Agreement which
covers the period up to 31 January, 1975.
Our bilateral aid need not be affected by
membership of the Communities. The Six
are unlikely to suggest that we should
become a party to their multilateral
arrangements until 1975, when a new
agreement will have to be negotiated
between the members of the Community.
Arrangements made by the Six under the
Rome Treaty
5. The Six have adopted various arrange-
ments in order to safeguard the position
of their former and existing colonies.
The following paragraphs describe briefly
the nature of these arrangements.

The Yaoundé Convention, which
governs relations between the Communities
and their 18 associated states in Africa,
consists basically of a free trade
relationship and provides for the
progressive dismantling of tariffs and
quotas. The associates are, however,
allowed to retain tariffs for revenue
purposes or to protect developing
industries. There is a Council of
Association, a Parliamentary Assembly,
and a Court of Arbitration. Associates
