Negotiating Brief on Problems for Commonwealth
countries and dependent territories raised by
British application for membership of the EEC
This paper deals with those problems for
Commonwealth countries which are not covered
in other negotiating briefs. It does not
touch upon capital movements, the movement of
labour, the special problems of New Zealand
or the Commonwealth Sugar Agreement.

The paper consists of three sections:
The measures which, in the absence of
special arrangements, we should have to apply
to Commonwealth countries and dependent
territories if we joined the EEC;
B. the arrangements made by the Six for
certain developing countries under the Rome
Treaty;
C.
the arrangements which it would be our
aim to secure in order to safeguard essential
Commonwealth interests in terms of individual
countries, or groups of countries.
A.
Measures we should have to apply:
(i)
Tariffs and preferences:
Membership of the Communities would
involve the application of the Common
External Tariff (CET) to British imports
from the Commonwealth. Except to the
extent that special arrangements can be
made, Commonwealth countries would face
positive tariffs on many commodities
where they now enjoy free entry, and
reverse preferences in favour of members
