Negotiating Bri of on Commonwealth questions
I have to circulate at the end of next weck a brief on negotiating objectives as regards the interests of Commonwealth countries
in the context of our entry into the 100

The attached brief is a first shot. When circulated at the end of next week it will be considered initially in a small Working Party under Cabinet Office chairmanship, which I shall attend. I should be most grateful for any comments you may have by 16 April.
If you
are likely to have major points, perhaps you would be good enough to warn me somewhat earlier, so that we can meet, if necessary, on 16 April.

Whatever papor we now put in will of course be subject to considerable revision after inter-departmental discussion, and I will consult you at each stage of propress.
The paper does not cover the following questions which are being dcalt with, or will be dealt with, in separate papers: New Zealand agricultural interests, Commonwealth sugar, free movement of labour and capital movements.
