I have the following comments to make as regard with the Commonwealth on the draft submission you handed to me this morning:

Insert after the word "Commonwealth" in line 11 of para. 1 the following:
We have undertaken to keep closely in touch vide paragraph 54 of the communiqué of the last Commonwealth Prime Ministers' Conference. Commonwealth Governments will need to be able to satisfy their own public opinions that full consultation has taken place. HMG too will be in the same position and...
It seems to me that there would be every advantage in making the point that Commonwealth Governments and HMG are both going to have to contend with their respective public opinions during our negotiations to enter the EEC, and that this is a good reason for the Prime Minister to send a message to Commonwealth Heads of Government now.

Omit the words "unwieldy" to the end of paragraph, in para.3, and insert instead the world "impracticable".
I do not think the fact that the multilateral talks would be time- consuming is a good reason for not holding them.

Add, at the end of para. 2:
I hope that if you have any points to raise you will not hesitate to get in touch with me.
I appreciate that this may be difficult for you to accept, but I think that there are good reasons why we should be forthcoming. Any consultations which might arise would not imply that we were prepared to be dictated to, or, indeed, to be under any obligation as a result of such consultations but we should, I feel, be seen to be ready to listen and discuss.
5. I think that this very important submission should be cleared by geographical Departments who deal with Commonwealth countries.
