Quantitative Restrictions

The Associated States are to benefit from the Community's regime for the elimination of quantitative restrictions among

the Six. In return, the Associates are required to abolish

progressively quantitative restrictions on imports from the

EEC within a period of four years from the entry into force of

the Convention, and they are also prohibited from introducing

any new quantitative restrictions. Nevertheless they may,

subject to consultation in the Association Council, retain or

introduce restrictions against the EEC if the provisions for

maintaining import duties are insufficient to meet their

development or industrialisation needs, or for balance of

payments reasons, or, in the case of agricultural products, to

meet requirements arising from regional market organisations.

Other International Obligations

Under Article 61 of the Convention, the EEC member states

undertake to extend the benefits of the removal of duties and

quantitative restrictions among themselves to those Associates

who, because of prior international obligations, are not yet able

to offer the EEC reciprocity of tariff treatment.. The position

in such cases is, however, to be reviewed not later than three

years after the entry into force of the Convention. (This

provision was probably included to cover the position of the

former Belgian Congo territories in relation to the Congo Basin Treaties.)
