of the second fund has been discontinued; instead a reserve fund (i.e. the Disaster Fund) (65-80 million u/a) will be established to assist associated countries to meet "exceptional

situations" arising from a fall in world prices or natural

disasters.

Institutions

14. The special institutions set up under the Yaoundé

Convention are the Association Council, assisted by the

Association Committee; the Parliamentary Conference of the

Association;

and the Arbitration Court of the Association.

15. The Council is composed of the members of the Community

council of Ministers, the members of the Common Market

Commission and one member of the Government of each associated

State, a total of 33. The office of president of the

Association Council is held alternately by a member of the

Community Council and a member of an Associated Government.

The Association Council normally meets only once a year but if

necessary additional meetings may be called. In matters covered

by the Convention, the Council has the power to take decisions

binding on all the signatories: such decisions are taken by mutual agreement between the Communities on one side and the

Associated States taken together on the other.

The Council discusses the implementation of the provisions of the Yaoundé Convention; it studies periodically the results
