attached as Annex 111 to this brief), provided that the

Communities would be ready to negotiate with countries

of a similar economic structure to the present associates,

with a view to:

Their full accession to the Association Convention

according to the procedure in Article 58; or

some other form of association including reciprocal

rights and obligations, notably in respect of trade;

or

trade agreements to facilitate and develop trade

between such countries and the Community

16. The Opinion of the EEC Commission, revised in 1969,

on the United Kingdom application for membership states:

"Those independent Commonwealth countries whose structure

and production are comparable with those of the associated

states of the Yaoundé Convention would qualify for

association with the enlarged Community". A footnote makes

clear that the Commonwealth countries in this instant are

"states in Africa south of the Sahara and in the Caribbean".

17. A confidential supplementary understanding was also

agreed by the EEC Council of Ministers when they approved

the Declaration of Intent, to the effect that the Six

intended the alternative form of association (b) should be

based on the trade rules in Title I of the (first) Yaoundé

Convention. These rules (summarised in Annex IV to this

brief) show what this involved in the way of privileges and

preferences for Community members in the Associated states.
