governed by an agreement between the Six which runs in
parallel with the second Yaoundé agreement which covers the
period up to 31 January, 1975. The Six are unlikely to
suggest that we should become a party to their multilateral
arrangements until 1975, when a new agreement will have to
be negotiated between the members of the Communities.
Thereafter, part of our official aid programme will no doubt
need to be channelled through the EDF to the Associated
States, which by then should include a number of Commonwealth
developing countries.

Arrangements made by the Six under the Rome Treaty
The Six haye adopted various arrangements in order to
safeguard the position of their former and existing colonies.
The following paragraphs describe briefly the nature of the se
arrangements.
12. The Yaoundé Convention governs relations between the
Communities and their 18 Associated States in Africa. It
consists basically of a free trade relationship and provides
for the progressive dismantling of tariffs and quotas.
(Further details of the Convention are contained in Annex II).
Kenya, Uganda and Tanzania have concluded two successive
agreements (the Arusha Conventions) with the Communities
along the lines
of the Yaounde Convention.
Dependent
Territories are associated with the Communities under Part IV
of the Rome Treaty. The arrangements are similar to those
in the Yaoundé Convention.
