first-hand knowledge of the problems which

our entry would pose for the dependent

territories.

3. The negotiating position we adopted in

1967 in respect of our dependent territories

was as follows: in general we hoped that it

would be possible for them to become

associated with the enlarged Communities

under Part IV of the Treaty of Rome. This

still holds true, and we see no reason to

suppose that the Six will not agree to the se

arrangements,

4. In 1970, as in 1962, the Governments of

the dependent territories will wish to be

informed fully and promptly of the discussions

we have with the Six on the items which are

of interest to them. Until we commence

negotiations and know the position the six

adopt, it is difficult to have any effective

discussion. But we have been giving though t

to the best means of keeping the Governments

of dependent territories informed of

developments.

Accordingly we will let you have a

continuing series of accounts of meetings.

your representatives in London as appropriate.
