2. So far as Hong Kong is concerned, we suggest that the telegram should not be sent "Personal for Governor" because it will, in fact, have to be considered by the Hong Kong Department of Commerce and Industry.

Would it not perhaps be better to omit the words as you will know" at the beginning of the first sentence in paragraph 1 ? As far as I know, we have not previously told the dependent territories that the negotiations will begin in June.
4. No doubt the dependent territories have some knowledge at least of what Mr. George Brown said to the WEU Council of Ministers on 4 July, 1967. However, would it not perhaps be as well to add the words "(copy by bag)".
5. We suggest that the words "you will have already seen that" at the beginning of paragraph 2 might be omitted and that this sentence should start "Our negotiating team will be led by
