However apart from the above, I feel

that we should take up with the Governor

the fact that despite your having told everyone

likely to be concerned with the visit that

you would like an opportunity of meeting

Mr. Heath no such opportunity was afforded you. For this purpose it would help us to know at what levels you made your wishes

known in Hong Kong Government circles and

what response you were given to your approaches.

You have raised some very important

questions about the status of your office

in Hong Kong and I shall need to give more

thought to them before I attempt anything like a substantive answer. But am I right

that you are not so much registering

formal complaint about the situation-unsatisfac-

tory though it certainly is-as \letting

off steam in the hope that you and together,

with the co-operation of the Hong Kong Government

of course can do something about it.
