I think that Mr. Blackwell has a somewhat distorted view of the responsibilities and functions of his office in the information sphere. I see no point whatever in bringing him at this stage into our correspondence with the Governor on the subject of the Defence Contribution Agreement. I should have thought that he could refer any possible press enquiries on the subject to the Governor's Office without any embarrassment since Mr. Blackwell's office is essentially a trade office.
3. I attach a draft reply to (12) for consideration.
