F. ANTICIPATION/CARRYOVER

In each year additional yardage equal to one month pro rata of the annual overall level (i.e. 8% of that level) will be available at any time during the year for use in any of the groups and there will be a similar addition to category ceilings.

2.

This additional yardage will not be taken into account for the purpose of calculating either annual growth or the 5% increase permitted for fulfilled categories.

DEFINITION OF COTTON GOODS

The Board of Trade undertake to see whether the definition of cotton goods in the United Kingdom Aide Memoire can be changed to that appearing in Article 9 of the Long Term Arrangement regarding international Trade in Cotton Textiles.

H. SAFEGUARDS

The Board of Trade will review the arrangements immediately after and in the light of any extension or modification of the Long Term Arrangement with a view to seeing whether they should be adjusted in any respect.

The Board of Trade undertake to review the categorisation scheme should there be sharply increased imports from unrestricted suppliers in those categories in which specific ceilings have been established for Hong Kong.

3.

The Board of Trade undertake as soon as possible after the conclusion of the renewed multi-lateral discussion of their proposals to make an announcement on the subject of the arrangements to apply to Hong Kong for the rest of 1966, and to consider at least an extension of the present interim arrangements if no decision has been reached by the end of March.

4.

Hong Kong wishes to have full details of the arrangements to apply to other restricted suppliers before agreeing finally to these arrangements, and is particularly concerned that other restricted suppliers should be treated no more favourably in respect of categorisation, growth and anticipatory yardage.

5.

The arrangements finally decided upon will not be changed except with the consent of both parties or as a result of multi-lateral discussions in which Hong Kong will be fully consulted.
