basis for discussion. If he can be persuaded to lend support

on the issue, discussion might be widened to include Mr Carey;

he may alternatively suggest that this is taken up at higher

official level (e.g. in correspondence at Deputy Secretary

level). If Mr Goldsmith feels unable to move in the matter

or indicates that we cannot expect official support in the

Board of Trade, then I think we have no alternative but to

lift this to ministerial level straightaway.
