3. I should therefore like to propose formally that
the 1966-70 Heads of Agreement (with the additional
categorization of sheeting and sheets negotiated in Sep-
tember 1968) should be extended for the year 1971:
that the 1971 quota levels should be 14 higher than
those for 1970; and that the 95% use 5% growth
-
formula set out in Para E5 of the Heads of Agreement
should apply to all categories.
