I should therefore like to propose
formally that the 1966-70 Heads of Agreement
(with the additional categorization of
sheeting and sheets negotiated in September 1968) should be extended for the year 1971;
that the 1971 quota levels should be 1% higher
than those for 1970: and that the 95% use
5% growth formula set out in Para. E5 of the
Heads of Agreement should apply to all
categories.
