I attach the analysis referred to in my minute of yesterday's date.
2 What we need to be quite clear about before we agree to existing or new restrictions being imposed on Hong Kong exports is whether or not the Swedes have established that they would otherwise have a case for action under Article XIX of the GATT. Hong Kong has not so far responded to our invitation to let us have their views on this aspect of the matter but I am sure that you will accept that anything which may be agreed in the case of Hong Kong should be applied equally in our case if and when there is pressure on us to impose restrictions on imports from Hong Kong ourselves. Indeed, it would be desirable to have the matter put in writing before any instructions are sent to Hong Kong authorising the imposition of restraints after June 30 next.
