which in practice is vested in Hong Kong for the conduct of
the negotiations.

HMG and the Hong Kong Government recognise that policy
decisions have often to be taken as a matter of urgency and
that speed of reaction in consultation is often of paramount
importance.
10.
HMG's decisions on all matters in which agreement between
HMG and the Hong Kong Government is required will continue to
be conveyed to the Hong Kong Government by the Foreign and Commonwealth
Office.
11.
The procedures for such consultation as is required between
HMG and the Hong Kong Government on matters of external commercial
relations will be reviewed from time to time.
