The annual consultations with both the Norwegians and Canadians are due in September. The Board of Trade are not yet considering the Norwegian or Canadian cases. Nor are Mintech. Apart from general principles, which nobody wants to raise with Hong Kong at this stage, there is nothing they can usefully do until the Norwegians and Canadians have submitted their proposals to Hong Kong.

As regards your paragraph 3, I agree that there are dangers ahead, but no more so than there have been over the last year or 80. In fact, I am hoping that during the next few weeks we shall all take a fresh look at the attached document with a view to arriving at a satisfac- tory working arrangement with Hong Kong.
