I have the honour to acknowledge the receipt of your letter
of today reading as follows.
"I have the honour to refer to the discussions leading to
the signature on 26 June, 1970 of a Memorandum of Understanding in
respect of Hong Kong's exports of certain garments to Sweden.
In the course of these discussions it was proposed that
the Hong Kong Government should institute, for the period covered
by the aforementioned Memorandum, a system of Export Authorisations
