You will be aware from the telegrams referred to in your telegram No.123 that we have had the suggestion at paragraph 7 of your telegram No.115 very much in mind. Following very brief discussion of the general problem of trends in non-cotton textiles during the Prime Minister's visit to Washington in January a letter and memorandum on the
subject addressed to President Nixon are now under
consideration. The draft texts of these follow in
Lonly m. i. f. t. They are subject to approval by the
texts Prime Minister. 3.You will appreciate that these are
sent to you in strictest confidence.

It is regretted that you have seen only some of the relevant telegrams, but the texts in m. i. f. t. are in fact the versions agreed inter-departmentally
after exchanges with Washington. It is therefore perhaps superfluous to repeat all previous traffic. We believe, however, that the drafts are compatible
with the position for which you argue in your telegrams Nos. 115 and 129.
