we agreed that all that was needed in answer to this telegram was a short reply taking up the point in para. 7 about "plain speaking at a high level" to the Americans by telling Hong Kong that the F.N. proposed to
send a note to President Nixon. we also agreed that we would not send Hong Kong the draft, but I note that Washington, by copying to Hong Kong their Creda 55 commenting on it have now brought Hong Kong halfway into the picture. I do not think, however, we need copy to Hong Kong our Creda 55 with the original version; we are telling them that they will see the final version as soon as possible.
I attach a draft reply on these lines.
