levels, preferrably on the basis of 1969/70 export

performance;

the U.S. to undertake to show that exports from

Hong Kong of particular products not subject to

specific limits are causing or threatening market

disruption within the meaning of Annex C of the

Cotton Textiles Arrangement when invoking these

provisions;

the period of notification to be reduced from 21 days

to 14 days;

consultation levels for each subsequent agreement

year to be fixed at the preceding year's export levels.

At Appendices 4 and 5 are two memoranda for the Textile

Advisory Board on the 8th to 10th October and 15th to 17th December

meetings of the C.T.C.
