We have just sent to Washington for delivery to President Nixon a personal letter from the Prime Minister covering a note stating our views on the dangers of seeking comprehensive restraints and urging the Americans to seek a solution within the framework of GATT. Copies of the message and note are attached. Paragraph 1 of the note specifically relates the Prime Minister's initiative to the US/Japanese discussions.
