Reference is made to the Aide-Memoire of the Embassy
of Japan, dated February 10, 1970, and that of the Department
of State, dated February 19, 1970, concerning exports to the
United States of textile and apparel products of wool and
man-made fiber.

As has been stated on many occasions, the Government of
Japan is unable to accept the proposal by the Government of
the United States, dated January 2, 1970, as a basis for
discussion. The Government of Japan believes that the
Government of the United States has already been fully informed
of the views of the Government of Japan with regard to the above-
mentioned proposal, but the Government of Japan wishes to re-
iterate its position, by way of confirmation,
as follows
(1) The above-mentioned proposal differs from the
previous United States proposal dated December 19, 1969, in that it does not call for the establishment of aggregate limits
and group limits. On the surface, the proposal appears to have done away with comprehensive restrictions. However, in fact, the
application of the "trigger" mechanism to all items not covered:
