8. Para. 6 above may well go much further than our wider trade and industrial interests
in fact justify. However, we seem to have been approaching a situation for some months where events will decide whether the Americans are bluffing, or whether they will reject the Japanese approach. At present we can continue to rest our case on an Art. XXII and XIX approach, but shall we have to save the situation by a softer policy and by compromise? Whichever answer we give, I would have expected to see a clearer indication of our ultimate position than is ref- lected in the draft.
