HONG KONG'S POSITICH IN THE GATT

I should like to clear up one point arising out of your telegram 451 of the 23 June,

2. Towards the end of the second paragraph of that telegram

you said that "Hong Kong participates in its own right in the L.T.A." Similarly, in his letter of 23 December to Goldsmith, Sir E Melville said that "Hong Kong's position as a signatory of the Long Term Arrangement is somewhat exceptional".

3. As mentioned in the Introduction to the Long Term Arrangement,

thio was in fact accepted by the United Kingdom on behalf of Hong Kong. Hong Kong has of course had a good deal of freedom of action in the Cotton Textiles Committee and has negotiated arrangements in cotton textiles on her own. This may have given rise to the impression that Hong Kong was a separate participant in the L.T.A. I hope you agree that this is clearly not the position.
