Apart from these amendments we think it would be helpful if an insertion on the following lines was made at the end of para.7.
"These arrangements reflect the fact that Hong Kong, being a dependant territory, is not a separate member of the GATT, and is represented in the GATT by the U.K. Delegation. Hong Kong could become an independant member of the GATT only if she were declared to have full autonomy in the conduct of her external commercial relations."
