Relations with Hong Kong on Bextiles
With my lobter HC 15/395/1 of 6 July, 1970 I sent you a copy of the text of the rucolitendation wo proposed to put to to our Ministers about United Kingdom relations with Rong Kong on Scxtilen. He have now incorporated y un commente und our proposals into a draft despatch to the Governor of Hong Kong, a copy of which I enclose.
2. There can, of carse, be no question of our submitting the despatch to Ministere until we know the cupcone of the Four Fowen Talks in Geneva. In view of the temas of the brief which has been erreed for the talks, I hope that Alan Cregu-y will foel able to accept the wording in the decend sentence of paragraph 7 of the draft, in place of the qualifying phrases which he suggested in him lovtor of 16 July.e think that the amendment to paraga, à 10, proposed by Alan Gregory, will have to be looked as again when we know the outcome of the talks. Our main point of disagreement seems to be on the proposed amendment to paragraph. 13:

As ve see it, just as we cannot get away from the constituti...nal position, so we think that wo cannot act in respece of Hong Kong only in accordance with our normal liberal trading, policiós, caufif our relations with Hong Kong were governed only Ly the CATN. We therefore sec no alternative to retainin the oxiginal fora of words, which we have done in the draft de paten. I hope that you can ugree to this and that, on reflection, Alan Crogory will be able to do so also.

The arrangements describen in paragraph ip of the draft are based on 300 Laving despných No. 309 to Hong Kong, of which I enclose a copy for co. Vonivuce.
