The draft despatch giving the Hong Kong Government more freedom in their textile negotiations with other countries was telegraphed to the Governor of Hong Kong for his comments and these have now been received in his telegram No. 525 of 10 August.

I should be grateful for your advice on the Governor's proposed amendment to paragraph 4 of
the draft despatch contained in paragraph 3(iii) of his telegram. You will see that Sir Leslie Monson in his minute of 11 August has made a suggestion in regard to redraft of the first sentence of paragraph 4 of the despatch.
3.
I should also be grateful for your comments on the other amendments which the Governor proposes.
