Mowforth's minute to Mr. Edwards of 17 August. Has not Mr. Murray got earlier papers on this subject?
(e) The points made in Mr. Dunnetts'
letter of 25 August a copy of this should be sent to Mr.Heath).
It is not clear to me to what extent Mr. Wilford or Sir L. Monson have been brought into the picture. For instance, did Mr. Wilford see the revised draft despatch and the draft telegram before your letter of 19 August was sent to other departments.
3. It seems to me that we should clear all these points in the FCO first and then try to sell what we have to sell to Mintech and the Board of Trade. I shall have another word with Mr. Heath about this and suggest that he might call a meeting next week
