in reply.

2. As regards Paragr ph 4 of your minute of 20 August the Hong Kong Government have, for some years, been negociating for cotton textiles under the Long Term Agreement on their own behalf. But we have not regarded this action as conferring on Hong Kong full automony. As you know we are hoping to obtain Ministerial approval to send a despatch to the Governor of Hong Kong giving, him authority to negociate similar agreements of non-cotton textiles and other articles. But any agreement reached would be subject to veto by HMG and again we will not be

This regarding this as conferring full autonomy. can never be given because of the attitude of the Chinese Peoples' Republic towards Hong Wong.
