RELATIONS WITH HONG KONG ON TEXTILES
In your letter of 25 August to Kinneer in the FCO, you commented on the Governor's request for dolegated authority to sa accorded to the Hong Kong Government to negotiate on overseas trade matters generally.
I gather that, following your letter, departments met to discuss this attor. Cregory, who attended the meeting will have given you his view on the toxtile aspecto, but I thought you might walcoro a comment from Mintech from the joint of view of other commodities. I morely write to say therefore that we agrescutirely with the disquiet you express in your latter about the possible consequences of alloving Hong Kong, without prior consultation with UK, to conclude voluntary restraint agroomonts going outside the textiles field.
I gather that FCO aro now revising their draft dispatch. I should be very grate- ful if I could be included in the distribution list when this is ready.
