Your letter of 8th to Denzil Dunnett and Melville's of 9th to Laird.
So far as textiles are concerned, we are content with the revised draft despatch, subject only to the point made in the next paragraph. We would also be content with the proposals in paragraphs 6 and 7 of Dunnett's minute of 11th (copied to Mr Heath, FCO). On 7(b), we would not die in the ditch on either side.
Our reservation is that, as I said at the discussion on 2 September, we think that the question of Hong Kong/US discussion of quantitative restraints in non-cottons is an immediate instance of the kind referred to in paragraph 13 of the draft FCO submission circulated with your letter of 19 August. We think it essential that a separate telegram to that effect should go to the Governor, and we assume that you would wish to make this point clear in a submission.
We have no comment to make on Melville's letter of 9th.
