In his minute of 11 September to Mise Toms,
Mr. Dunnett refers to the question of publicity
for the new arrangement and the possibility that
Kous
Hong may wish to negotiate a restraint agreement
with America on non-cotton textiles. Mr. Gregory
of Mintech in his letter of 16 September to Kinnear
refers to the latter point also.

In order to ensure that there is no misunderstand-
ing with the Governor of Hong Kong over the Despatch
delegating authority, we propose that a letter should go to him from Sir L. Mons on together with the
Despatch drawing his attention to these two points
and I enclose a copy of the draft for your reference
3. In regard to the two textual changes which
Mr. Dunnett proposes in paragraph 7 of his minute,
you will see that the first one is already included
in paragraph 4 of the amended draft Despatch. In
regard to the final sentence of paragraph 10 of the
Despatch, it is the intention to give as little
