where there was any conflict of interests in
an issue on the agenda of an international
meeting, this could be resolved in accordance
with the general principles set out in the
statement. I therefore suggest that we should add the following to paragraph 5(a):
"It is agreed that in no circumstances
will conflicting statements be made in
the GATT or other international
organisations/reflecting differing UK
and Hong Kong views."

You may recall that during our discussions with you on 26 November we concluded that we
would need to obtain ministerial endorsement
of the agreed statement. We will submit to
Ministers as soon as we have an agreed final text for that purpose.
12. Finally, I would like to raise the
question of the use and distribution of an agreed statement. It is my understanding
that you wish to show it to your Executive
Council and that it will then serve as
guide-lines for use of officials. Perhaps
you would confirm this understanding.
We
for our part will put it to the latter use in
the departments concerned here and will wish
to send it for guidance to selected posts abroad (particularly Washington, Geneva and UKDEL Brussels).
