The proviso to this paragraph, when it applies only to bilateral relations (as I have proposed), provides clearly for the situation in which formal representa- tion by HMG is considered necessary. My proposed additional paragraph to cover multi- lateral discussions and international

organisations leaves the way open for HMG to take the lead on Hong Kong's behalf.
