Thank you for your letter of 4 February.
full reflection we agree with your view that the best
course would be to amend the statement so that it
can be applied to international organisations. But Sir E. Melville, we doubt whether your suggestions for amendment go
U.K. Delegation quite far enough.
GENEVA.

2. Paragraph 3 of the statement is clearly drafted
with bilateral relations only in mind. It seems to us that paragraph 4, if applied to international organisations, might go further than Eugene Melville (and I suspect some other heads of delegations, e.g., U.K. Delegation to EEC) would accept as desirable in opening the way for Hong Kong to represent its interests directly and through its own officers. we are to meet Eugene's streng doubts on this score and also his views that there should be flexibility
about the arrangements to be applied in the case of
international organisations, I suggest that the statement might additionally be amended :-
(a)
(b)
(c)
to restrict paragraphs 3 and 4 to bilateral discussions and negotiations;
to provide that special (but unspecified) arrangements will apply to the conduct of multilateral relations;
If
to indicate that the "general principles"
formulated in the rest of the statement are
applicable in the context of both bilateral
and multilateral relations.
My proposed amendments are set out in paragraphs
of the attached draft of a letter to the Governor.
