Where HMG have indicated that considerations of

British international commercial policy are involved the

-

e.g.

Hong Kong Government may' nevertheless continue in full

consultation and association with HMG., to exercise a similar

responsibility acting within the framework of such policies

as may be agreed with HMG and in conformity with treaty

obligations: provided that special circumstances

where the Hong Kong Government is formally represented by

HMG.,

or considerations of British international policy are

of such a kind as to require such representation do not

require other arrangements.

Multilateral Discussions and International Organisations

5.

Special arrangements will also be made as necessary

for the representation of Hong Kong's interests in multi-

lateral discussions and international organisations where

Hong Kong representatives attend as members of the UK deleg-

ation, e.g. in GATT.

General Principles

6.

In the course of consultations between HMG and the

Hong Kong Government on the policies to be followed in any

situation where a conflict of interests is likely to arise,

the following principles will be observed:

(a)

It is recognised that there is no inherent necessity

for the policies followed by HMG and the Hong Kong

Government always to be identical and that circum-

stances may on occasions require divergent policies

to be followed. It is agreed that in no circum-

stances will conflicting statements be made in the

/GATT
