The necessity for the incorporation in any agreement A between the Government of a non-self-governing territory and the Government of a foreign sovereign state or a dependency of a foreign sovereign state (or between adminiştrative depart- ments of any of these) of a statement of the kind described in paragraph 1 of this circular underlines the necessity of my being brought into the discussion at an early stage of the negotiation of the agreement: a necessity to which Mr. Griffiths drew attention in paragraph 9 of his despatch under reference.
This circular has been addressed to all Colonies (including the Federation of Nigeria), Protectorates and Regional Organisations except Northern Rhodesia and Nyasaland and the Regional Govern-? ments in Nigeria. It has been sent to Malta for the information of Ministers and to the High Commissioner for the Federation of Malaya under cover of a separate despatch.
