Be that as it may, we are willing to endorse their action ex post facto and to allow the registration of the agreements showing the United Kingdom as a party in respect of Hong Kong

It should have been stated in this Agreement that the Postal Administration of Fiji was acting with the authority and consent not only of the Government of Fiji but also of Her Majesty's Government in the United Kingdom. We are content, however, to confer the status of a treaty on this instrument ex post facto and allow its registration.

Agreement between the United States

of America and British Honduras relating to investment guarantees, signed at Belize

on 8 February. 1966 (TIAS 5983)

The preamble of this Agreement refers to "the consent of Her Majesty's Government in the United Kingdom". We can allow that "consent" encompasses "authority" in this particular case and therefore have no objection to registration.

For the future, we are considering with the Departments concerned the possibility of reminding the Governments of Hong Kong, British Honduras and Fiji of the relevant instructions (C.0. Circular Savingram 1035/56 of 28 September 1956) of which I enclose а сору.
