The enclosed document (No.16/70 of 3 February) gives the correct record of what happened at the Commission/Hong Kong consultations in Brussels. If, in the course of your normal contacts, it comes to your notice that members of the Government or officials are claiming that Hong Kong's exports of cotton textiles to the EEC in 1969 were exceptionally high, or that Hong Kong would be content with continuing outlets in the Community at about the level it achieved in 1969, it would be appreciated if you would use the contents of the Memorandum defensively to set the record straight. In this connection your attention is drawn, in particular, to paragraphs 10-13 of the Memo. and notably to the Hong Kong export figures for 1967, 68 and 69 quoted in paragraph 11.
